Ronald Librizzi, DO

FHI Board Chairman

Retired chief of High Risk Pregnancy at Virtua Maternal Fetal Medicine Center and ACOG Fellow. Practiced at Virtua Memorial and Virtua Voorhees Hospitals. Graduate of Philadelphia College of Osteopathic Medicine and completed residency at Pennsylvania Hospital – University of Pennsylvania Health.

Matt D'Oria

Director of the Medicaid Policy Center at the New Jersey Healthcare Quality Institute, an independent initiative to improve quality, cost-effectiveness and long term sustainability for NJ Medicaid. Former Deputy Commissioner at the NJ Department of Health.

Heather Howard, JD

Faculty affiliate of the Center for Health and Wellbeing at Princeton University; Director of State Health and Value Strategies, an initiative of the Robert Wood Johnson Foundation. Former Commissioner of the New Jersey Department of Health and Senior Services. Served as Associate Director of the Domestic Policy Council during the Clinton administration.

David L. Knowlton

Retired. Former President and CEO of the New Jersey Health Care Quality Institute and Health Care Payers Coalition of New Jersey. Former officer and director of the Leapfrog Group. Served as Deputy Commissioner of Health for NJ under Gov. Tom Kean.

Daniel L. Lombardo

President and CEO of Volunteers of America-Delaware Valley, which provides community-based assistance to populations in need so that they can lead self-fulfilled, independent lives. Appointee to various advisory boards, commissions, and task forces. Recipient of numerous awards for his work in human services.

Karen Shields, CNM, MSN

Founder and President of midwifery practice, Gentle Beginnings. Master of Science in Nursing with a Midwifery Certificate from the University of Pennsylvania. Graduate school faculty in the Midwifery Department at University of Pennsylvania teaching intrapartum, postpartum and newborn care.

Thomas Westover, MD, FACOG

Attending Perinatologist at Cooper University Health Care. Assistant Professor of Maternal Fetal Medicine and Obstetrics/Gynecology at Cooper Medical School of Rowan University. ACOG Fellow and Vice Chair of the NJ Section of the American College of ObG. Co-Chair of the NJ Hospital Association Statewide Perinatal Safety Collaborative. Graduate of UMDNJ New Jersey Medical School.

Mariekarl S. Vilceus-Talty, MA, BSN

President and CEO of the Partnership for Maternal and Child Health of New Jersey. Former Senior Director of Nursing and Patient Experience at Jersey City Medical Center – RWJBarnabas Health. Master of Arts, Nurse Executive, Columbia University and Bachelor of Science, Nursing, Adelphi University.

Mark Pearlman, MD

Retired neonatologist of 41-years. Former director of neonatology, Cooper University Hospital, Virtua Health Neonatology, founded Virtua Health’s Children’s Sleep and Breathing Center, former member of New Jersey Department of Health Perinatal Technical Advisory Committee.

Judy Donlen, RN, DNSc, JD

Founder of Family Health Initiatives

Retired. Created Family Health Initiatives during tenure as Executive Director of Southern New Jersey Perinatal Cooperative. Chair of New Jersey State Health Planning Board. Graduate of University of Pennsylvania School of Nursing and Rutgers University Law School – Camden.
